As I’ve told you yesterday that Apple has released iPhone OS 4.0 beta 3 firmware for developers, and this beta firmware is only supported with iPhone 3G, iPhone 3GS, iPod Touch 2G, and iPod Touch 3G. This is a third beta firmware and has built number 8A260b.
This latest beta version of iPhone OS 4 brings lots of bug fixes which was found in second beta version and also brings new features, changes, and improvements.
Some of the new notable features and improvements in the iPhone OS 4 beta 3 release includes, fix for character count, new iPod controls in tray with rotation lock button, new background for dock and folders, camera app is now usable, threaded mail feature is now fixed.

It locks the orientation of screen to portrait. - iPod Controls
Control all the functions (including Play, Pause, Next track, Previous track) of iPod app right from the tray instead of closing your current app. - File Sharing
Transfer files to and from your device using your computer when it is connected to iTunes.
